Interesting! I expected there would be a need for some OJS plugin but the mandatory parts can all be satisfied simply by filling in the configuration settings correctly. (Apart from assigning DOIs and other metadata generation.)
It would still be useful to develop existing or new OJS plugins to automate some of this. Automated statistics seems an obvious candidate.
NGI grants could be an option for individual or corporate OJS developers. It’s pretty easy to get between 5k and 50k €. Improving OJS is obviously on topic, because every article published on OJS subtracts some personal data from the surveillance capitalism of the legacy publishers.
